My personal thought is, “Why stop them?” They need to make a buck and the only way for them to do that is for them to turn them in at a place where the cans/bottles will be taken and then recycled (if they walk them to the recycling plant it might actually be less energy intensive than if they get picked up)… But from a legal standpoint I have heard before that anything out on the curb is considered “free game” and can be taken by anyone, but really I am not sure as to the actual law codes (I’d imagine they might very according to jurisdiction).
