    In fact, they can and are in the process of passing the CPRS, or Carbon Pollution Reduction Scheme. This is a bill that will put a limit on the amount of carbon that can be legally produced within Australia during a given year, governed by permits businesses within Australia can apply for. The amount of permits will be determined by the limits for carbon production that year, with the goal of gradually lowering the limit each year, and will be regulated by the Australian Climate Change Regulatory Authority.
