Unfortunately the landlord would probably be the one to qualify for tax credits (in most state/town programs I have seen) from solar panels as he/she pays the property tax on the apartment. Tenants that would like to install solar panels could negotiate with the landlord to lower rent if solar panels are installed, though the landlord really wouldn’t see a benefit with installing them in the first place unless he/she is a) striving to be an environmentally-conscious landlord or b) pays the apartment’s energy costs.
