Without doubt. Every nation/state/human researches and learns about new technologies before they implement them. Spain has researched solar energy very carefully and is implemented it on a growing scale. California has similar climate to Spain so it would make perfect sense to learn from them. Besides some industries that are in charge of solar energy in California are Spanish based.
It looks like it certainly took notes in the past: when Spain’s adoption of feed-in tariffs in May of 2007 led to a huge growth in solar power, California passed similar legislation in the beginning of 2008.
Forgot to add – it was Germany who had the first feed-in tariff, back in 2000. Spain had the more spectacular and recent growth, though.
