Is California the first state to have green building codes?

    Yes, they were the first.  They announced their state-wide green building codes in July of 2008.  The building standards called for a 20% improvement in water efficiency for plumbing fixtures, 50% increase in landscaping water-use efficiency and a 15% reduction in construction consumption.  Since then, other states such as Ohio and Washington have added some green building codes into their legislation.
