Is buying frozen fish rather than fresh better for the environment?

It varies depending on what type and where you are buying fish. The best option is to ask your seafood vendor a few questions. It’s better if the fish was caught recently and locally because that would cut back on the energy costs of freezing and transporting. Fish caught by smaller trawlers, via hook and line or small nets, and if farmed, low on the food chain, are typically more sustainable.
