Yes, burning dried leaves is said to be bad for the environment. The process also releases carbon more rapidly and more completely than decomposition does. It also makes the nutrients within the leaves unavailable for the decomposers to break down into usable nutrients for plants. It is a better choice to compost your leave than it is to burn them.
