The rationale behind preventing people from taking sand from beaches (or, basically, any environmental component from anywhere) is the “Leave No Trace” idea that the best way to preserve and environment is to have as little impact as possible on the environment.
I doubt that many places have laws that prevent you from being “allowed to take sand from the beach,” signs are posted to get people thinking about the consequences of removing pieces of an environment. Its your job to check yourself; leave no trace.
How much sand are you talking about? It’s perfectly fine to take a bit as a keepsake, along with some shells and pebbles. However, taking more than a normal amount may get you into some trouble. It all depends on your state laws. Bay Constables usually patrol beach areas and most likely will not allow it.
