Are we using water too fast for it to renew itself naturally?

Yes.  We are overusing water sources (aquifers, rivers, lakes) and these sources cannot recover fast enough with the rate of human usage.  Groundwater in aquifers takes a long period to maintain the water table.  This requires the continuous cycle of precipitation and seeping through the soil. Especially with the population rising, water supplies will continue to be strained and torn between human consumption, agricultural and industrial use.
