What you’re asking about is called cloud seeding. It’s a process by which we put dry ice or silver iodide aerosols into the atmosphere. We try to put these chemicals into the upper parts of clouds, where they cause freezing temperatures. These temperatures create condensation, the process in the water cycle where clouds are formed from evaporated water. If a cloud gets condensed enough, it rains. The problem is that we have a hard time figuring out if it’s raining because of the seeding or if it was going to rain whether we interfered or not.
I would think you are referring to geoengineering which involves manipulating the earth’s climate.
