Are we too late with our water protection measures?

Many critics of environmental movements towards protection and conservation accuse measures such as water protection of being solely reactionary. Always rushing to protect an area once there is a problem (environmental damage, and endangered species), not before. But, unfortunately this is often the only route to rally support for protection. It is, however, not always too late. Nature has an incredible power to heal itself, and with our protection there are hopes that life can return to normal in our waters, or as close as is possible from this point.
