Are we going to take advantage of neighborhood electric vehicles?

An NEV is a vehicle capable of traveling up to 25 mph (like a golf cart). They are legal to drive only on roads with a speed limit of 35 or less. Considering this, I think bicycles or walking is a healthier, cheaper solution, considering the speed and distance capacities of an NEV, although it’s certainly better than driving a car if your just taking the kid’s to the neighbors for a sleepover, or any other small-scale errand.
