Urban sprawl is a term used to describe the spreading outward of a city into its outskirts – disadvantages (mainly regarding efficiency) include high infrastructure costs, less conservation space and, most importantly, extremely high dependence on vehicles, among many others. Several initiatives to prevent urban sprawl from occuring have been enacted in cities around the country, including the NYC area and Portland, OR. These include development cluster requirements, open space requirements, and development rights purchasing/transfer. See the link below for one Florida region’s ideas about how to best prevent urban sprawl.
