Building costs depend on the size of the plants. For example, a recent proposal for one of the largest desalinisation plants has a price tag of $300 million. Typically, a desalinisation plant has a higher building cost than a water recycling plant. The Clean Ocean Foundation compared two different plants, citing that the recycling project had a cost of $1.86 billion, while the desalinisation project cost $3.1 billion.
I think that desalination plants may be a bit expensive to put into practice right now. As with anything as the technology gets cheaper we might see more of them in the future.
