Voltage is the measurement of electric potential flowing through a wire. Amps are the amount of electricity that actually flow through you. What actually hurts you when electrocuted is if electricity passes through your heart, it can stop the pace maker function and kill you that way. Otherwise electricity sends random impulses to your nerves which is what makes a taser effective, one cannot stand or function with these random electrical signals flowing through the body.
