I would say yes and no. Where I live in Ohio, Peppers are very easy to grow organic. But even easier is tomatoes (which is a fruit). My grandma has an organic garden and tomatoes and peppers just grown and grow like crazy!.
Another veggie that grows really well without the use of fertilizer is cucumbers. But again, Where I live we get a good balance of sun and clouds and rain. So our soil is very good. It could be a different story depending on your climate.
