This question is not very clear… first, what do “the other ones” refer to? Secondly, as far as I know there are no such things as unrestricted carpool lanes. The whole point of carpool lanes is that they are restricted to vehicles with more than one passenger or for high efficiency, low emission vehicles. If your question, however, was “are carpool lanes more efficient than unrestricted roads,” then the answer is yes. Carpool lanes are an incentive for people to share a vehicle and this is particularly appealing in cities with terrible traffic. When you have 4 people in one car rather than 4 people, each in their own car, it helps to cut emissions because there are fewer cars on the road.
