Most disposable hand warmers that you buy are just that- disposable. Some are certainly better than others, but most use natural materials such as iron, water, salt, charcoal, and vermiculite. Of course, just like many materials that go into landfills, they do have the potential to contaminate water, but the dangers of throwing away hand warmers is no more problematic and dangerous than any other man-made materials.
Chemical hand warmers are disposable, but battery-powered ones require proper disposal of their batteries before throwing away (see the second link below for more information on how to do this).
