If the recyclable plastic is made into the same type of plastic (same resin code) then it could be recycled continuously. There are some companies trying to make PET bottles (the kind used for soda bottles) back into PET bottles, so if this is successful, then yes, plastics can be continually recycled. Additionally, some companies can either up or down-cycle their plastics. Upcycling involves a lot more work, but gives higher quality plastics in the end. Downcycling involves mixing different types of resin codes and getting lower quality plastics out.
