Are there places in the U.S. where there still aren’t laws against littering?

    No there are not, every state has some form of litter laws. Though the states may not even be the most stringent, some local laws demand even more than the states. Despite everywhere having littering laws some states suffer much worse from the plight, including Mississippi, West Virginia, and Alabama to name a few. Though the lack of laws is rarely the problem, the issue is a lack of enforcement.
