Are there more whales in Japan than any other place in the world?

Data from the international whaling commission indicate that this is not the case. Minke whales, found all over the world and the most common type of whale, are mostly located in the souther hemisphere. The second most common whale, the Pilot whale, is only found in the Atlantic. Most other types of whales are found in southern oceans, but those common to the north western Pacific do not add up to more than a fraction of the numbers of these first two types of whale.
