Are there more sardines in the ocean than any other type of bait fish?

Anchovies have been over fished and are now scarce in particular regions, but overall they are still the most plentiful baitfish in the ocean. There are many species of anchovy, which is slightly different from a sardine. Both fish are in the order of Clupeiformes but belong to different families. Some anchovies live in fresh water, but most are found in the Pacific and Atlantic oceans.
