Are there mammals in the pacific NW that look similar to rats but with shorter, more rounded snouts and shorter tails. The tail I saw appeared to be hairless (not sure) and about 1/3 the body lenght.

    There are many species of mammals in the Pacific Northwest, and by this description, you’re looking for a rodent. It could have been a vole, which has a seemingly hairless short tail, a blunt snout and is smaller than a rat. You can look at pictures of some Pacific Northwest Rodents at this website, under the mice section:
