Are there a lot of fish swimming around the pacific garbage patch?

Unfortunately, yes. The garbage patch is twice the size of Texas and has proved detrimental to much of the marine life in the central Pacific. In addition to affecting fish, the garbage patch has decimated the populations of sea-turtles and sea-birds (particularly the albatross), many of whom die from eating the garbage.
