So to answer your question a little more, HVAC manufacturers have just voluntarily agreed to new efficiency standards in place of former national standards. These standards include different levels for different states (to correspond with the different climates). New homes, without hindering restrictions, can have higher efficiency levels for heating and cooling systems which will save about $13 billion total, 3.7 quadrillion btu of energy, and 23 million metric tons of CO2 nationwide, from 2013-2030.
