Are there efficiency regulations on air-conditioners?

    Yes. In the U.S., by federal law, newly manufactured air conditioners have a minimum efficiency standard of 13 SEER.
    (SEER is short for Seasonal Energy Efficiency Ratio.) As far as individual states go, California has had an Appliance Efficiency Program in place since 1977, which includes air conditioners. Canada also has energy efficiency regulations on air conditioners and other appliances.
