Absolutely, and on a macro and micro level. Within any individual country, there are richer people who consume a lot and poorer people who consume very little. On a global scale, there are richer countries who consume a lot more than poorer, developing countries.
A major focus of the Copenhagen meetings was determining how much richer countries who consume more are at fault for global warming and therefore to what extent they are financially responsible for helping reduce emissions.
