Are there bald eagles in all the states in America?

It looks like the bald eagles can be found in all the North American continental states – Hawaii is out of the range. However, they don’t breed in every of these states, and only pass through some during migrations. Bald eagles are also found in Canada, northern part of Mexico, and the French islands of Saint Pierre and Miquelon off the eastern coast of Canada. They have been spotted as far as Belize, Bermuda, Ireland, Puerto Rico, Russia, and US Virgin Islands, although these places are not considered part of their normal range. The largest numbers are in Alaska and British Columbia.
