Conventional music is made by playing notes that are tuned to sound good together. In Western music there are twelve notes, but wind chimes have far fewer than that, so you can see immediately there are many songs they could never play!
Wind chimes play randomly, which many people find beautiful. There are other instruments instruments that play randomly in the wind, in particular the Aeolian Wind Harp. You can hear in the clip in the URL how usual their sound is.
But you either need to do one thing or the other: Let the wind play the music, or make the chimes play in a particular order, in which case the wind doesn’t play any role, and you wouldn’t have wind chimes, just regular, mechanical chimes — like those that play in some church and clock towers.
