Climbing down into a volcano is not like belaying down the chamber or shaft to the center of the Earth. Toward the end of a volcano eruption, lava, ash, and other debris fall back into the hole, somewhat clogging it up. There are depressions or craters that volcano touring groups might let you down into depending on the activity level of the volcano and the region you are climbing in. It also depends on the risk level of the tour group as well.
