Yes, in fact, one has begun broadcasting live online. An underwater observatory in Sweden is placing a camera 30 meters underwater so scientists can study scavengers feeding off of a whale carcass. The Eliat Underwater Observatory in Israel is also a must see. It goes 6 meters underwater in the Red Sea. There are plans for Underwater Obvervatories/resorts in a couple of places around the world but they have not gone into development yet.
Yes. These are not buildings with scientists stationed within them as the name might suggest, but machines stationed at the bottom of the ocean equipped with video cameras and sensors which send information to scientists remotely.
