Are there any studies that prove mass transportation reduces traffic congestion?

I wonder if in some cases mass transit only provides a temporary reduction in traffic and then more people move to a region due to the lower traffic levels, thereby popping them back up?

    Yes, certainly! The Victoria Transport Policy Institute did a study on this. So did the U.S. Government Accountability office.
