This is the sort of matter that is not determined by states, but by towns and cities. For example, the town of Gilbert, AZ considered a ban on door hangers and fliers in 2007, following the lead of Scottsdale and Paradise Valley.
In a world where advertisements are found virtually everywhere, and continue to spring up in the most unlikely everyday places (coffee sleeves, milk cartons), chances are that bans such as these merely result in a stronger desire among advertisers and businesses to come up with more creative, versatile, and higly visible forms of advertisements.
