Are there any states that have committed to not building coal plants?

    While no state has laws against the construction of coal plants, several states, including Florida, Illinois, Michigan, South Carolina, Washington and Wisconsin have Governors who have expressed opposition to building new coal plants. Michigan, in particular, has put 5 new plants on hold and is looking to all other alternatives to coal before committing to building new plants. In addition, the US Supreme Court has ruled that under the Clean Air Act the EPA can set regulations on harmful CO2 emissions, which would make the future building of coal plants less likely.
