In terms of pollutants that decay quickly through chemical reactions in the air such as NO2, SO2, and particulate matter (dust, black carbon, etc.) that settles out of the air, air quality has increased worldwide. In the United States, this increase in air quality is due to multiple environmental laws such as the cap-and-trade system for sulfur dioxide.
However, carbon dioxide cannot be taken out of the atmosphere so quickly. Levels of carbon dioxide are still increasing everywhere. While carbon dioxide is not harmful to human lungs like other air pollutants, it is causing global climate change, which has many long-term effects for everyone on the planet.
