Solar panels (photovoltaic panels) require actual sunshine from the sun in order to convert it into energy. The problem is with attempting to use the moon to power the panels is that the moon does not produce its own light. It is merely a reflection of the sun and is therefore only a fraction of the intensity of sunlight. While there is a very small amount of power that can be generated from moonlight, it is not enough power to make it a viable and practical source of power.
