Are there any small undeveloped countries left that never built roads?

    No. All countries have roads. Even the poorest countries in the world, like Niger, Somalia, and Sierra Leone, have roads. In fact, when a country is really poor, roads are likely to be the dominant transport infrastructure because the country cannot afford to build public systems for trains, metros, or subways.
