However, Scott Brusaw, an electrical engineer at Solar Roadways received a contract from the US Federal Highway Administration to take the lead in building a three-layer panel structure for a solar road. The top layer would be constructed of polycarbonate and would provide road traction along with a heating system to prevent the surface from icing over in the winter. The next layer would contain electronic loadcells to monitor traffic and control the lighting and heating elements. The final layer will contain the power and data distribution equipment for the roadway.
