In California, throwing away what is called “universal wastes” is prohibited. This includes things like batteries, TVs, aerosol cans that aren’t empty, fluorescent lamps and other electronic devices. It is not clear if you would get fined for throwing these items away, or where the liability lies on who has to make sure these items get removed from the waste stream before they get to a landfill.
Other states will likely have different restrictions.
