The closest thing to a prefab urban garden I’ve found is something by a company called Woollypocket called a “Wally” modular living wall system. They can be used indoors or outdoors, conserve water, and the modular units come in three sizes. You will likely have to get your own seeds and soil, though.
I’ve never heard of a prefab urban garden. The “Wollypocket” mentioned above is a type of vertical planter, but might be obsolete if you have land to spare.
In the case that you have land to spare, and cannot or do not want to garden it yourself, then consider finding someone who will on SharedEarth.com, which connects landowners with land to spare to gardeners without land to garden.
