Are there any plans for a zero carbon city?

Interestingly enough, there are already some in the making. The united Arab Emirates started groundbreaking on a 50,000 resident city that will produce all of its own energy from renewable resources in February of 2008. The project is called the Masdar Initiative, and will serve as a base for an alternative energy research institute.

China announced the construction of Dongtan, a city for half a million people to be built off the coast of Shanghai that would produce all of its own energy from renewable resources, back in 2005. Development has not progressed according to plan, however, and it is unclear how the project will move forward.
