Yes there are plans for recycling CFLs. Many people are unaware that CFLs contain mercury, so it is important to recycle them properly. Some companies, such as IKEA, have a take-back program where they will take your used CFL to recycle. Also one can visit http://earth911.com/ to find the nearest recycling facility.
