A good place to go would be Año Nuevo State Reserve; it’s located on State Highway 1 about 1.5 hours south of San Francisco. The link has more info on when the best time to go is, and what you can see there.
Elephant seals do come ashore in California i the spring and summer to shed their skin and grow new ones. Check out the Friends of the Elephant Seal for information about finding the rookery.
