Are there any parts of the world where average temperatures have dropped in the last few decades?

Yes. The global warming means an average warming over the entire surface of the Earth, with most areas above or below that average value. The areas with the most cooling are to the West and East of the Antarctic Peninsula. Minor cooling can also be seen in spots in the Southern Ocean, in spots along the equator in the Pacific Ocean (especially between Galapagos and Ecuador), off US East Coast, and in Northern Pacific such as near Hawaii and off the US West Coast in splotches reaching almost to Japan.

The larger increases in temperature over most of other places result in an overall warming effect.
