Two artificial lakes are in a possibility for the future, but both are controversial and still have legal hoops to go through before being built. Former Governor Schwarzenegger was behind the new dams built, one on the San Joaquin River called Temperance Flat Dam, and one in Colusa county called Sites Reservoir. Both of these constructions would create an artificial lake because of their reservoir. There are skeptics though that say building these dams are unnecessary and possibly only benefiting special interest groups. California’s population is growing, but per capita water use has been halved in the last 40 years, suggesting water could be more efficiently used to cover growing demand without the need of these dams.
