Are there any islands in the Galapagos chain where people are not allowed to visit?

I couldn’t find specifics, although only 3% of the National Park is actively open for tourism.  There are 92 visitor sites open and tourism is “restricted” to 65,000 visitors per year.  There is great concern for the environmental degradation of the Galapagos but there is also a need for tourism and people do want to see the natural beauty.
