Animal control laws vary on a state-by-state basis, so there is not one uniform set of laws or one comprehensive regulatory agency. Animal control officers are in charge of controlling dog fighting, but the police department and sheriff certainly have jurisdiction to enforce anti-dog fighting laws as well. Animal control officers are sometimes provided directly from local governments, or are sometimes Humane Society employees who are contracted and sometimes given governmental authority in special cases.
