Greenhouse gases perform a vital roll in our atmosphere. Carbon dioxide occurs naturally in the atmosphere (though at very low levels), even without anthropogenic emissions. Greenhouse gases produce the greenhouse effect (trapping heat in the atmosphere), which is essential for most life on earth. The problem arises when there are too many greenhouse gases, beyond the healthy, natural level. An enhanced greenhouse effect leads to too much warming, which can cause all sorts of environmental problems.
Greenhouse gases are called as such specifically because they trap heat, their other traits vary wildly. Water vapor is a greenhouse gas, but I suspect the result of banning water would be bad.
