The USDA has no legal definition of “free-range” as it applies to cattle. All rules and regulations regarding what constitutes “free-range” applies only to poultry.
That said, many cattle are still raised in pastures today, mostly in dry areas where pasture land is unsuitable for growing crops, but can support enough wild grasses to feed cattle.
