No, because of a simple reason of physics. If anything was added to a fan to produce energy while it is on would decrease it’s efficiency and thus instead of saving power would use more power. The only state when fans can be used to generate some electricity is if they are off and something still spins the blades. This is the phenomenon that wind turbines use to generate electricity.
